Import documents for Uzbekistan: the checklist that prevents 90 % of border delays

Most customs delays are about paperwork, not transport. Here is everything that must be ready before the cargo leaves the supplier's factory in China.

Cargo rarely waits at the border because of the truck or the train. It waits because of an invoice mismatch, a missing certificate, or an HS code picked only after arrival. All of these are solved before dispatch — if you know what to check.

The base set — for any cargo

  • A registered supplier contract with Incoterms and the edition stated (for example, FCA Yiwu, Incoterms 2020).
  • Invoice: item names, quantity, unit price, total, currency, delivery terms — all matching the contract and the packing list.
  • Packing list: number of packages, gross and net weight, volume, marking.
  • Transport document: CMR for road, SMGS rail waybill, bill of lading for ocean, AWB for air.
  • An HS code for every item — chosen before dispatch, with a written justification.

Additionally — depending on the goods

  • Conformity certificate — for machinery, electronics, building materials, children's goods.
  • Sanitary-epidemiological conclusion — for food, cosmetics, tableware, anything in contact with food.
  • Phytosanitary or veterinary certificate — for plant and animal products.
  • Certificate of origin (Form A, EUR.1, CT-1) — if you claim a preferential rate.
  • Safety data sheet and UN classification — for dangerous goods.
