Where does the cargo actually go — Andijan or Asaka?

Usually to Asaka: the assembly site and most component suppliers sit there, about 30 km from Andijan. For the routing it is one leg — the truck pulls up at a specific gate. Site access and the unloading slot are agreed in advance, before the truck leaves Tashkent.

Can cargo enter from Kyrgyzstan via the Dustlik crossing?

Yes — it is the road crossing on the Kyrgyz border closest to Andijan, on the Andijan — Osh road. It is also used for transit from China over the Irkeshtam pass and through Osh when that routing is shorter than going via Khorgos. Do the maths per shipment: shorter is not always faster.

What if the assembly line stops and a part is needed urgently?
